Here are the Board members for 2017-2019.

Dr Diane Francœur

Obstetrician gynecologist, Sainte-Justine University Hospital Centre

Elected the seventh President of the FMSQ in 2014, Dr Francœur is the first woman to hold this position. Previously, she was a member of the Board of Directors of the Federation (Counsellor from 2009 to 2011 and Vice-President from 2009 to 2014); President of the Association of Obstetricians and Gynecologists of Quebec from 2006 to 2008 (where she also held various posts from 1995 to 2006); and Executive Committee President for the Society of Obstetricians and Gynaecologists of Canada (2014-2015). At the FMSQ, Dr Francœur takes part in the work of some twenty committees dealing with negotiations, the budget, conditions of practice, remuneration, distribution, medical manpower, etc.

Dr Francœur is interested in continuing medical education, not only with regards to its content and challenges, but also the remuneration that is associated with it. In particular, she is a member of the Interdisciplinary Educational Day planning committee.

Dr Francœur also chairs the Board of Directors of the Federation's two subsidiaries : Sogemec Assurances and Professionals' Financial.



Dr Raynald Ferland

Oto-rhino-laryngologist (ORL), Centre hospitalier de l'Université Laval

Dr Ferland is on his fourth mandate on the Board of Directors of the FMSQ and his second as Vice-President. He was Vice-President of the Association of Otorhinolaryngology and Head and Neck Surgery of Quebec from 1994 to 1996, then President from 1996 to 2000, as well as from 2004 to 2006. As Vice-President of the FMSQ, Dr Ferland takes part in the work of the budget committee, the internal committee negotiating with the MSSS, the distribution committee, the specialized medical manpower management committee, the committee on measures to improve specialized services, the OPTILAB committee, and more.


Dr J. Marc Girard

Neurologist, Centre hospitalier de l'Université de Montréal

Dr Girard holds a diploma in neurology and a fellowship in neuro-immunology from the Université de Montréal. He is a neurologist at the CHUM's Clinique de sclérose en plaques. He is also a clinical assistant professor at the Université de Montréal and a researcher at the University of Montreal Hospital Research Centre. Dr Girard was a member of the Board of Directors of the Association des neurologues du Québec from 2005 to 2008 and President from 2008 to 2015. Dr Girard has now undertaken his second mandate on the Board of Directors of the FMSQ. He is a member of the specialized medical manpower committee, the organization of the APSS committee, the bylaws review committee, the Spécialiste magazine editorial committee, as well as several committees involved with continuing professional development. He also represents the FMSQ on several INESSS follow-up committees.




Dr Karine Tousignant
Treasurer and Representing Intermediate Regions

Nephrologist, Centre hospitalier régional de Trois-Rivières

Dr Karine Tousignant is undertaking her third mandate on the Board of Directors of the FMSQ and her second one, as Treasurer. She is a graduate of the Université de Sherbrooke where she studied medicine and undertook her medical specialty. Active at the Centre hospitalier régional de Trois-Rivières since 2006, she is also responsible for the satellite hemodialysis units at the Hôtel-Dieu d'Arthabaska, as well as at the Hôpital Sainte-Croix in Drummondville. In addition to the position of Treasurer, Dr Tousignant is a member of the bylaws review committee, the OMEGA committee, the finance commission, the budget committee and the Spécialiste magazine's editorial committee.



Dr Joffre Claude Allard
Counsellor Representing Remote Regions

Hematologist-Oncologist, CISSS Bas Saint-Laurent

Dr Allard is undertaking his first mandate on the Board of Directors of the Federation. He holds diplomas in medicine (1980), internal medicine (1985), hematology (1986) and medical oncology (1995), and was elected as Representative of Outlying Regions. At Rimouski's regional hospital where he practises, Dr Allard is responsible for the blood bank and for the designated transfusion medicine centre for the Bas-Saint-Laurentregion. At the FMSQ, Dr Allard is also a member of the OPTILAB committee.


Dr Roger C. Grégoire

Colorectal Surgeon, CHU de Québec

Dr Grégoire holds a diploma in medicine from Laval University (1981) as well as in general surgery (1986). Thereafter, he completed a fellowship at the Ludwig Institute for Cancer Research (Toronto), specializing in colorectal surgery. Very involved since 1992 in the Association québécoise de chirurgie, he has held positions as Director, Treasurer and member of the Executive Committee before becoming President from 2005 to 2012. This is his third mandate on the Board of Directors of the FMSQ and, in particular, he is a member of the internal negotiations committee, the distribution committee, the committee on emergency consultations and the committee on surgical procedures pending for more than a year.


Dr Chantal Bolduc

Dermatologist, CHUM – Hôpital Saint-Luc

Although she is a new arrival on the Board of Directors of the FMSQ, Dr Bolduc was President of the Association des dermatologistes du Québecfrom 2006 to 2012, Vice-President from 2012 to 2016, and a member of the Board of Directors of the Canadian Dermatology Association from 2001 to 2003. After a diploma in medicine in 1994 and in dermatology in 1999, she studied under a fellowship at the University of British Columbia. Dr Bolduc is concerned by the harm being done by "doctor-bashing" and is a member of the committee responsible for planning IEDs.


Dr Sylviane Forget

Pediatric Gastroenterologist, McGill University Health Centre

Dr Forget holds a diploma in general pediatrics and in gastroenterology from the Université de Montréal. She also completed a fellowship in gastroenterology at McMaster University and obtained her master's in clinical epidemiology there. She practises at the Montreal Children's Hospital where, from 1998 to 2006, she was Director of the Pediatric Gastroenterology Training Program. During her career, Dr Forget was also involved in learned societies in order to take part in the development of her sphere of activity and especially in the implementation of quality improvement programs in endoscopy. This is Dr Forget's second mandate on the FMSQ's Board of Directors; she is a member of the OMEGA committee, the Spécialiste magazine editorial committee, and the Interdisciplinary Education Day planning committee. She is also a member of the Royal College Council for Region 4.


Dr Gilles O'Hara

Cardiologist, Institut universitaire de cardiologie et de pneumologie de Québec

Dr O'Hara is also a new arrival on the Board of Directors of the FMSQ. Former President of the Association des cardiologues du Québec (2012-2017), Dr O'Hara took an active part in the implementation of joint procurement in cardiology. At the Federation, he sits on the CPD Planning Committee and on the CPD Directorate Advisory Committee.
