Bill 20 : FMSQ Comments on the Agreement Signed with the Government
Montreal, February 4, 2016 – "Medical specialists have always been concerned with improving access to specialized care for Quebec patients; the discussions we launched in November 2014 with the Ministère de la Santé et des Services Sociaux (MSSS) dealt specifically with ways of doing so. Contrary to the blind application of quotas and penalties as provided for in Bill 20, the conclusion of this agreement will prove beneficial to the population of Quebec since it will be implemented in a climate of cooperation. The objective is to obtain tangible results to improve accessibility by identifying realistic, measurable and attainable goals," emphasized Dr Diane Francœur, the President of the Fédération des médecins spécialistes du Québec (FMSQ).
"Improving access is directly related to the conditions of practice of medical specialists. Within the framework of this agreement, we are satisfied that the MSSS recognizes that medical specialists are affected by the organizational choices made by establishments and the Ministry insofar as providing care to patients is concerned. The MSSS therefore recognizes the need to maintain its efforts so that the resources made available to medical specialists will allow them to provide optimal care," added the President.
"Cooperation between medical specialists as a whole and hospital authorities will be needed in order to reach the goal. I am fully confident that we will deliver on our part of the contract," concluded Dr Francœur.
Overview of the four measures :
- Improving access to specialized consultations in line with the delays associated with the clinical priority attributed to a patient;
- Reducing delays associated with specialized consultations of patients on stretchers in the emergency department of an institution;
- Increasing the rate of handling of hospitalized patients by medical specialists acting as attending physicians;
- Prioritizing surgical procedures for patients on the waiting list for more than a year.
The Fédération des médecins spécialistes du Québec represents more than 10,000 medical specialists certified in one of 59 recognized medical specialties.
